Dr. Mor Bakhoum is an Assistant Professor at the Virtual University of Senegal (UVS).  He heads the division of research and Innovation of the department in charge of coordinating the research at UVS. Mor Bakhoum has recently been appointed Director of the interdisciplinary school of UVS.

Since 2018 Mor Bakhoum is an affiliated research fellow at the Max Planck Institute for Innovation and Competition in Munich, Germany where he had worked as a senior research fellow from 2009 to 2018. Mor Bakhoum teaches at the Munich Intellectual Property Law Center (MIPLC). He is also a lecturer at the Master II program in IP, co-organized by WIPO, OAPI and the University of Yaoundé II in Cameroon where he teaches the module “IP and Public Health”.

Mor Bakhoum´s work focus on economic law, the regulation of the digital economy; competition law in developing countries, international IP Law with a focus on access to pharmaceuticals. Of interest of him is also the interface between IP and Competition Law. Mor Bakhoum head the Max Planck research partner group of the Virtual University of Senegal which focuses on the issue of the regulation of the digital economy in the framework of emerging economies.

Mor Bakhoum has extensively published on the issues related to economic law in the context of West African and developing countries. His most recent publication is entitled: “Making markets work for Africa: Markets, Development and Competition Law in Sub-Saharan Africa” (OUP-2019) which he co-authored with Professor Eleanor Fox of NYU.

Mor Bakhoum holds a PhD (summa cum Laude) from the University of Lausanne, Switzerland, an LL.M. in European and International Economic Law from the University of Lausanne and an LL.M. in International IP Law from Chicago-Kent College of Law, USA where he graduated top of his class with high honors. He received the Cali award for the best LL.M. thesis as well as the Cali award for excellence in Antitrust.

He was awarded the 2008 prize of the city of Lausanne for the best PhD in human sciences.  In fall 2014 Mor Bakhoum spent a semester at NYU as an Emile Noel Fellow at the Jean Monnet Center for International and Regional Economic Law & Justice.
